Susan Spear becomes first female head of Westchester emergency services

Susan Spear has been appointed as the new commissioner of the Department of Emergency Services (DES), marking a historic milestone as she becomes the first woman to hold this position. The announcement was made by County Executive Ken Jenkins.

Spear, who has served as deputy commissioner at DES since November 2020, will succeed Richard G. Wishnie. Wishnie was recently named Deputy County Executive by Jenkins.

Ken Jenkins praised Spear's performance, stating, "Susan Spear has done a tremendous job as deputy commissioner, and she is the right person to lead the Department of Emergency Services into the future. I am grateful for her leadership at DES and for her exemplary service to our County during the Covid-19 pandemic and other major events in Westchester."

Expressing gratitude for her appointment, Spear commented, "I am thankful to County Executive Jenkins for the trust he has placed in me and for his longtime support of this Department. I am proud to lead the outstanding men and women at DES who play such a vital role in keeping Westchester safe." She also acknowledged Richard Wishnie's contributions during his time as commissioner.

The Department of Emergency Services recently celebrated its 25th anniversary. It includes four divisions: Fire Services, Communications (60 Control), Emergency Management (OEM), and Emergency Medical Services (EMS).

The Fire Services Division manages fire training programs available to Westchester County’s 59 fire departments and oversees specialized units like Hazardous Materials Response Team.

The Emergency Communications Center or 60 Control provides dispatch services for 54 fire departments and 34 EMS agencies in Westchester around-the-clock.

OEM focuses on planning and preparedness training while collaborating with various agencies for disaster response. It can activate an Emergency Operations Center during major emergencies or weather events.

The EMS Division works with local entities to improve emergency medical services efficiency through training and coordination efforts.

Looking ahead, Susan Spear noted that "the next few years will bring new challenges," but emphasized that DES is ready with county leadership support. She mentioned plans for capital projects aimed at enhancing training programs and resource capabilities.

Spear’s appointment requires confirmation from the Westchester County Board of Legislators.
