Westchester County Executive George Latimer has presented a $2.5 billion budget plan for 2025, marking his seventh and final budget as County Executive. This proposal continues the trend of not raising the tax levy for the County General Fund, making it six consecutive years without an increase.
Latimer stated, “This 2025 budget reflects our commitment to balancing financial responsibility with investments in key areas. By freezing tax rates for 2025, we’ve ensured that Westchester residents continue receiving the services they depend on while maintaining strong fiscal health.”
Deputy County Executive Ken Jenkins highlighted the administration's strategy: “This budget highlights our administration’s commitment to meeting community needs without adding to the tax burden.”
Chairman Vedat Gashi noted, “We listened to County residents and responded with a budget that prioritizes vital services for those most in need."
Legislator Jewel Williams Johnson expressed pride in presenting a balanced budget: “Despite the challenges of a tight fiscal environment, we’ve succeeded in keeping a property tax increase for the general operating budget at bay for the sixth consecutive year."
Majority Leader Tyrae Woodson-Samuels emphasized fiscal responsibility: “I’m proud that, at a time of economic challenges, we crafted a balanced budget and preserved a zero percent increase to the County property tax levy.”
Vice Chair José I. Alvarado supported this sentiment by stating: "Creating a plan that addresses the diverse needs of our residents is a year-round effort."
Majority Whip Terry Clements added: “The 2025 County Budget reflects our shared commitment to both fiscal responsibility and the priorities of Westchester families.”
The proposed budget is backed by high credit ratings from Fitch ("AAA"), S&P Global Ratings ("AA+" with a positive outlook), and Moody’s ("Aa1 stable"). Key initiatives include $50 million dedicated to affordable housing development and substantial allocations towards public safety, health services, economic development, environmental initiatives, child care subsidies, and food security programs.
