Westchester County Executive Ken Jenkins has unveiled a $15 million funding initiative for the Complete Streets Municipal Assistance Program. This program aims to support local municipalities by covering up to 50% of project costs for Complete Streets projects on municipal roadways. These projects focus on enhancing safety for all road users through improvements such as sidewalks, bicycle lanes, bus lanes, crossing opportunities, accessible pedestrian signals, and curb extensions.

County Executive Ken Jenkins stated: “We are thrilled to have been able to allocate $15 million dollars in funding in our Capital Budget to implement the Complete Streets Municipal Assistance Program. Complete Streets is an approach to planning, designing and building streets that prioritizes the needs of all road users, including the most vulnerable, like pedestrians and cyclists.”

The program offers municipalities the chance to apply for funding from Westchester County for either design and construction or construction only. Westchester County Planning Commissioner Blanca Lopez expressed enthusiasm about collaborating with local municipalities: “The much-awaited Complete Streets Municipal Assistance Program is finally being announced… We designed this program based on the feedback we received from our listening tour, and are thrilled to support local municipalities in this way.”

New Rochelle Mayor Yadira Ramos-Herbert highlighted the importance of such initiatives: “In New Rochelle, we’re committed to building a city where every resident and visitor feels safe, welcome, and connected… We’re grateful to Westchester County for the opportunity to apply for funds.”

Rob Baron from the Westchester County Planning Board commented on the safety aspect: “As vehicles on our streets are now bigger and heavier than ever… County funding of Complete Streets in our communities can help protect us from this threat.”

To assist interested parties further, four virtual information sessions will be conducted by the Westchester County Planning Department. Municipalities considering applying are encouraged to attend these sessions. Applications are available online with a submission deadline set for September 19, 2025.
